The public consultation period for comment on the Children's Bill ends on 25 March 2016. The Children's Bill has been described as creating a paradigm shift for Hong Kong to introduce the concept of parental responsibility.  

As noted by Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, parental responsibility will represent a move away from rights and authority of parents over children and towards a regime where the focus is on the continuing responsibilities owed by parents to their children.

However, we also noted that some members of the public have expressed concern about the actual legal provisions and the support services for implementing the 'parental responsibility model', in particular whether there will be additional support services for divorced families to tie in with the proposed legislative reform, and whether our community is ready for such a paradigm shift in parenting concept

Given the concerns and the rare opportunity to help the Government consider appropriate resources and support for the Children's Bill, providing feedback is imperative.
