The Hong Kong Committee on Children’s Rights would like to draw your attention to the shocking death of a five-year-old boy Yeung Chi-wai, who suffered with mental disabilities and died with traces of methamphetamine found in his body as the Coroner’s inquest revealed. The case was rounded up on 17 March 2016 as a misadventure.The child protection system seems to have failed to rescue the boy in such "hidden harm" and the case has reflected policy deficiencies. Our HKCCR Committee wishes to stress that Yeung Chi-wai is not a single case. In the past 3 years, there have been 9 similar court cases of children suffering from the drug behaviors of their parents/carers, resulting in abuse, neglect, injuries, poison and death. How the authorities have handled Yeung’s case would have an effect on the handling of all future cases of “hidden harm”; and on the survival and welfare of the children who rely on our protection and care.
