The Hon. Matthew Cheung Kin-chung GBS JP
Mr Matthew Cheung Kin-chung has been Secretary for Labour and Welfare since July 2007.
Mr Cheung joined the Hong Kong Government in July 1972 after graduating from The University of Hong Kong. He began his civil service career as an Information Officer with the Government Information Services (GIS). Whilst in GIS, he served for a period in the Hong Kong Government Office in London and was appointed Overseas Liaison Editor in 1978. Mr Cheung transferred to the Administrative Service in September 1979 and had since held a wide spectrum of positions in policy-making and strategic management. Among his earlier postings were Assistant Private Secretary to the Governor of Hong Kong; District Officer (North); Administrative Assistant to the Financial Secretary, and Assistant Director-General of Trade. As a senior directorate officer, Mr Cheung served as Deputy Judiciary Administrator; Deputy Head, Central Policy Unit; Deputy Secretary for Education and Manpower; Commissioner for Labour; Director of Education; and Permanent Secretary for Economic Development and Labour. Mr Cheung took up the political appointment of Secretary for Labour and Welfare on 1 July 2007. His portoflio covers labour, manpower, occupational safety and health, social welfare (covering social security and social welfare services), poverty alleviation and women matters. |
